Guernsey Wins Design Award

OKLAHOMA CITY – The Air Education and Training Command (AETC) presented C. H. Guernsey & Company the 2004 Facility Design Award during a regional Society of American Military Engineers luncheon in Fort Sam Houston.
GUERNSEY received the award for the physical fitness center at Little Rock Air Force Base, Ark. The fitness center is part of the military's goal to improve the quality of life for its enlistees. The center also created a viable recruitment tool and competes with civilian amenities.
The push to improve the quality of life at U.S. military facilities is a national effort. Defense Secretary Donald H. Rumsfeld signed a memorandum of understanding defining the military and private sector collaboration during a July 11 Pentagon ceremony.
“People are the most important thing that we have as a resource and we value them greatly,” Rumsfeld stated at the signing ceremony.
According to the U.S. Chamber of Commerce and the U.S. Department of Defense, they have created the Military Quality of Life Foundation to facilitate a partnership among local chambers of commerce, local military installations, and national and local businesses.
GUERNSEY was contracted to develop a conceptual design for a design/build request for proposal (RFP). The contract documents required GUERNSEY to include technical portions of the RFP bidding requirements, evaluation criteria, cost estimate, interior design and related design documentation.
The 62,650 square feet physical fitness center cost $7.2 million and replaces an older 28,150 square feet fitness facility. The center was dubbed the “Jewel on the Hill” since its completion and houses lockers and showers, fitness equipment, laundry facilities, weights, racquetball courts, a basketball court, a second floor indoor running track, an aerobic room and administrative areas. Supporting facilities included heating ventilating air conditioning, utilities, fire protection, alarm systems, pre-wiring for communications, sidewalks, parking, landscaping and site improvements.
GUERNSEY held preliminary design meetings to define the functional requirements of the project. The week of design meetings included participants from Little Rock District Corps of Engineers, Little Rock AFB, AETC Headquarters and the GUERNSEY design team.
Meeting results provided a facility design basis, which met the functional needs of the physical fitness center, AETC requirements, the base's architectural standards and budget.
