GUERNSEY provided engineering services for the Fast-track BRAC project.  Great Lake Naval Training Center’s existing sanitary sewer system consisted of 262,000 LF of 4" to 36" mains and laterals, several lift stations ranging to 10,000 gpm size, and two decommissioned treatment plants that were being used to temporarily store excess I&I flows. The facility-wide upgrade of the 80-year-old sanitary sewer system included:

  • Spot repair of 378 line breaks
  • Repair of 1,412 systems of 1,425 manholes
  • Replacement of 4,500 LF of undersized or broken lines
  • Slip-line 2,000 LF of line
  • Inspect 100 buildings for storm / sanitary cross-connects
  • Development of remediation design for cross-connects identified by inspection
  • Design two overflow containment facilities (1.5 to 1.75 million gallon capacities) including pumps, on-site pump controls, fiber-optic cabling, remote control systems, area lighting and grading
  • Design 3.0 mgpd lift station with pumps, controls, standby and emergency power

The sewer upgrade also included demolishion and removal of the two decommissioned treatment plants. Asbestos, lead paint and HTW assessments and development of remediation plans were part of the demolition requirements. SPCP and worker protection plans were to be developed for removal of these items.

The new system was designed to meet new permit limitations. incorporating the use of an off-site holding pond, better control on metering flows to the plant, more efficient oil / water separator and treatment of AFFF with a defoamant.
