GUERNSEY developed a preliminary master plan for Crutcho Creek, located within the Oklahoma City metro area. The master plan addressed Crutcho Creek from its headwaters to its confluence with Cherry Creek, and then to the point of confluence between Cherry Creek and the Canadian River. The project corridor traverses Oklahoma City, Del City, Midwest City, and Tinker Air Force Base.
Flooding is a growing concern on Crutcho Creek. Increased development pressure in the watershed over the last 20 years has led to an increase in the size of the 100-year flood plain in many areas along the Creek. GUERNSEY is developing a global solution to address flooding issues while also addressing development, redevelopment, recreation and ecosystem restoration opportunities. Crutcho Creek is a connective thread that links southeastern Oklahoma County to the potential development successes of Downtown Oklahoma City’s Bricktown area.
A considerable portion of GUERNSEY's analysis included assessing the corridor for potential opportunities to help reduce flooding impacts in several key areas. Areas were identified where developable land could potentially be reclaimed from the 100-year floodplain through a variety of drainage improvements.
GUERNSEY's master plan for Crutcho Creek provided a global solution to reduce the impacts of flood waters and develop connective tissue to integrate the needs and attributes of the three affected communities and Tinker Air Force Base.
A stakeholder meeting was conducted uniting leaders from all three municipalities, Tinker Air Force Base, Oklahoma County and state / federal lawmakers and their staffs. A positive outcome was achieved and the stakeholders expressed interest in furthering the planning process.
A Steering Committee was to be established by the stakeholders to determine the next step in the Crutcho Creek Master Plan.
