As a result of the passage of the Energy Policy Act of 2005 (EPAct 2005) many electric utilities were required to consider the five new PURPA standards included in EPAct 2005. GUERNSEY worked with the Oklahoma Association of Electric Cooperatives to develop a process for use by member cooperatives to comply with the EPACT 2005 requirements. GUERNSEY also worked closely with cooperative staff to develop testimony and exhibits to support the Cooperatives' position for several systems in Oklahoma and Texas.
