C. H. Guernsey & Company was retained by the City of Dothan, Alabama to perform electric, water, and wastewater cost of service studies and rate analyses. GUERNSEY assured the continued generation of adequate revenues to finance on-going operations and maintenance, debt service, and the current program of capital improvements. GUERNSEY provided the means for the most equitable, reasonably achievable cost recovery broken down to each class of customer for each service provided, at the same time meeting the provisions of the 2005 Energy Act in rate review and presentations.
