About C. H. Guernsey

A Cost of Service study is a mix of “science” and “art.” The “science” is the knowledge and understanding of the methodologies and procedures generally accepted by regulatory authorities and by the utility industry. The “art” is the assumptions and subjective decisions which must be made during the cost of service process.

GUERNSEY understands that utilities need concise information regarding their financials ― revenues and expenses. We also understand utilities are looking for a knowledgeable firm that draws upon the experience of its staff and their in-depth understanding of retail and wholesale markets, the regulated industry and the emerging challenges facing the electric cooperative and public power industry. Therein is the value of utilizing GUERNSEY for your cost of service and rate design needs.

Related to cost of service and rate design activities are:

  • Retail Rates
  • Wholesale Rates
  • Transmission Tariffs
  • Management Support
  • CoOPTIONS:® Software

GUERNSEY began performing Cost of Service Studies and designing Rates for cooperative and municipal utilities in the early 1970s. These included electric, water and wastewater systems. Today, GUERNSEY also works with wholesale power suppliers and their customers across the U.S., providing rate consulting, management support, feasibility studies, and billing and metering services. Our experience in these areas as well as resource planning provide wholesale and retail utilities a unique perspective on industry issues and trends, ultimately benefiting the client.

Our Rates and Cost of Service clients include over 250 electric cooperatives in all regions of the U.S. as well as municipal electric and water systems across the Southwest, Southeast and Atlantic states.
