State transportation departments are seeking cost-effective solutions for highway system renovation and expansion. Increased funding is often coupled with increased expectations on the speed of delivery of these solutions. However, increasing the pace of improvements cannot decrease the quality of the work. Similarly, the safety of the traveling public must be protected, both during construction and after the project is opened to traffic. Environmental protection and limiting damage to adjacent property owners also must be considered.
