NEPA Planning
NEPA planning involves the development of an impact assessment relating to a project or program that either is being addressed by the federal government, is a major federal-related action or incorporates federal funding. There are three types of NEPA documents including:
- Categorical Exclusion (CE or CATEX)
- Environmental Assessment (EA)
- Environmental Impact Statement (EIS)

GUERNSEY has been involved in the preparation of all three of these types of documents for various entities. CATEX documents usually result in a very clear definition that the project has no major impacts. EAs determine if an EIS might be required, and if not, result in a Finding of No Significant Impact (FONSI). EISs are much more complicated, and rely on a focused specified process, extensive public involvement and a Record of Decision (ROD).
