Spill Prevention Control and Countermeasure (SPCC)

Spill Prevention Control and Countermeasures (SPCC)Spill Prevention Control and Countermeasure Plans (SPCCP) are intended to assist in the prevention of spills impacting public water supplies, storm water systems, sewer systems and navigable waters of the United States and adjoining shorelines. GUERNSEY professionals assist public, commercial, federal, Department of Defense (DoD) and industrial entities with SPCCP needs. Any non-transportation-related facility such as a manufacturing facility, electrical installation, educational institution, healthcare facility or any number of commercial entities may be subject to the SPCC rule if it has at least one of the following oil storage capacities:

  • The facility has a total aboveground oil storage capacity greater than 1,320 gallons; or
  • The facility has a completely buried oil storage capacity greater than 42,000 gallons.

Oil means oil of any kind or in any form including:

  • Fats;
  • Oils;
  • Greases of animals, fish, or marine oil;
  • Vegetable oils including oils from seeds, nuts, fruits, and kernels; or
  • Other oil and greases including petroleum fuel oil, sludge, synthetics, mineral oil, oil refuse or oil mixed with wastes other then dredged spoil.

An effective SPCCP is unique and site specific. It should clearly address the following:

  • Operating procedures that prevent oil spills;
  • Control measures installed to prevent a spill from reaching navigable waters; and
  • Countermeasures to contain, clean up, and mitigate the effects of an oil spill that reaches navigable waters.
